The second edition of GOVX.0 Philippines on 5 – 6 May concluded at the prestigious Manila Marriott Hotel to a packed house of ministers, regulators and technologists from across domains — a remarkable 837 in number.

The event was supported by the Department of Information and Communications Technology, the Presidential Communications Office, the Anti-Red Tape Authority, the Cybercrime Investigation Coordinating Centre, the Armed Forces of the Philippines, and the Public-Private Partnership Center of the Philippines — six leading government institutions that helped shape a powerful platform for elevating the e-Governance landscape and public sector innovation.

The opening ceremony was as grand as one would expect from a summit of this magnitude and stature. It was inaugurated by Maria Victoria Castro, Assistant Secretary for E-Government at DICT; Atty. Arifa Alauya Ala, Senior Assistant Governor at Bangko Sentral ng Pilipinas; and PBGEN Jeffrey Zafe Decena, Acting Deputy Director for ICT Management at the Philippine National Police.

DICT Secretary Henry R. Aguda opened with ‘Digital Bayanihan,’ a compelling keynote on building an inclusive, future-ready digital nation. The sessions that followed were substantive and wide-ranging — covering AI in public service delivery, cybersecurity resilience, sovereign digital infrastructure, and more — drawing candid contributions from the Bureau of Internal Revenue, the Department of Agrarian Reform, the Department of Environment and Natural Resources, among others.

Across two days, Synology, Acer, AMD, Altos, Red Hat, Integrated Computer Systems, Inc., HP and numerous leading giants commanded the exhibition floor — where conversations initiated on stage found their most intelligible continuation. The halls buzzed with exchanges ranging from technical evaluations to strategic partnerships, as delegates and exhibitors connected with clarity, urgency, and shared intent.

For those in the room, the summit’s impact was immediate and significant. Maria Francesca, Undersecretary and CIO at the Department of Budget and Management, reflected the sentiment when she remarked, “It’s a way for us to get to know what other agencies are up to, and see where we can converge in terms of initiatives. Collaborating with this kind of synergy with other agencies really helps us.”

The conviction carried through to Maria Victoria, Assistant Secretary, E-Government at the Department of Information and Communication Technology (DICT), who was unequivocal in her praise: “The event is great at integrating a lot of learnings in terms of digital transformation and AI. The response from different participants is overwhelming. It’s good this was hosted in the Philippines, because if you observe, we are taking a lot of effort in terms of digitalization and connectivity.”

From the quality of exchange and the seniority of those present, it is evident what the summit ultimately demonstrated.
